The Syndicat Mixte de l'Arrondissement de Sarreguemines is recruiting

In order to complete the technical team of the LAG and to support, if necessary, the implementation of the other missions of the Country, the SMAS recruits a LEADER manager to examine the requests for European aid, support the preparation of the new candidacy.

– Duration of the contract: initial duration of 2 years, renewable for a maximum duration of 3 years
– 39 hours per week with RTT
– Category B editor, open to contract workers (law n°84-53 of January 26, 1984).

Projects
In collaboration with the Leader animator, for 100% of his FTE, and under the authority of the President of the Programming Committee, the manager carries out the following missions:
– Administrative and financial examination of files (support for contracting authorities on the completeness of files, compliance with public procurement and State aid regulations, control of regulatory deadlines, entry into the OSIRIS software, drafting of letters, etc.);
– instruction of payment requests in connection with the co-financiers and the payment authority (collection and verification of documents, control of expenditure, verification of public co-financing, compliance with regulations and public contracts, entry into the OSIRIS software, follow-up contracting authorities, etc. and monitoring the payment of EAFRD aid, etc.);
– support for the preparation and organization of meetings of the Programming Committee (convening, reminders to members, notification of decisions, etc.);
– management of the program budget, physical and financial progress of the program.
– support for the application for the 2023-2027 program.

Evening meetings possible and trips to be planned on the territory of the Pays de l'Arrondissement de Sarreguemines as well as in the Region.

Required profile
– Higher education minimum BAC + 3 priority in the areas of accounting, management, finance, local administration;
– desirable experience in a similar position;
– knowledge of the environment of local authorities, institutional actors, the management of European funds, in particular EAFRD and LEADER, would be a plus;
– ability to master and apply administrative and financial procedures, rigor and sense of organization, time and priority management for quality monitoring of files and controls;
– adaptability and initiative, autonomy and collective sense;
– written and oral communication skills;
– interpersonal skills and listening skills;
- computer skills ;
– experience with OSIRIS software would be a plus;
– license B essential.
