Engaged in a new stage of its development, the Sarreguemines Confluences Agglomeration Community is pursuing an ambitious mandate project aimed at strengthening its attractiveness while consolidating the quality of life, accelerating its ecological transition, modernizing its public action and conducting a structuring investment program serving its 38 member municipalities, nearly 67,000 inhabitants, economic players and future generations.

In this context, the metropolitan area is seeking its Director General of Services, a senior executive capable of supporting elected officials in implementing this ambition, uniting teams around a motivating administrative project, and leading the necessary transformations for the public service of tomorrow: efficient, innovative, and sustainable. The aim is to promote economic development, prepare for the future by creating wealth and jobs, and enhance the quality of life in the region.

As a strategic link between elected officials and the administration to build a resilient, attractive and future-oriented territory, you will lead an administration committed to driving a dynamic of transformation in service of the quality of public action, by uniting teams around a common vision.

You manage all services and oversee complex operations while ensuring the legal security of actions and the control of risks, particularly financial ones.

Your responsibilities

• Strategic management You support and advise elected officials in defining the mandate project and ensure its operational implementation.
• Managerial transformation You bring teams together to lead an administrative project, promoting innovation, cross-functionality and continuous improvement of public service.
• Financial strategy and investment : You manage the Multi-Year Investment Program (PPI) by ensuring its sustainability and execution.
• Ecological transition : You integrate energy efficiency and resilience into the heart of every public policy.
• Territorial influence : You consolidate institutional, economic and associative cooperation to strengthen the attractiveness of the territory.
• Administration You lead the management team, support organizational changes by fostering skills development and high-quality social dialogue based on trust, listening, and responsibility. You develop and manage the financial, budgetary, asset, and organizational strategy.

Your profile

As an experienced senior executive, you have a solid track record in general management or strategic management within a local authority or a public institution of comparable size.

With expertise in local public policies and territorial development issues, you have mastered the institutional, financial, legal and managerial challenges of local authorities and have proven experience in managing complex projects, particularly economic development and organizational transformations.

You are known for:

• your strategic vision and your ability to anticipate;
• your ability to support elected officials in their decisions;
• your leadership and your ability to unite teams;
• your dialogue, negotiation and listening skills;
• your sense of responsibility, of the general interest and of public service.

Your ability to lead change, to mobilize teams around a shared project and to sustainably integrate the agglomeration into a process of performance, innovation and transition will be an essential asset for success in this role.
